H.L. Arrubla began operations in 1993, focusing on promotional activities, marketing, and event planning. Our initial clients were renowned mass-market consumer goods companies that placed their trust in our capabilities.

In 2001, following the emergence of temporary employment agencies (ETTs), we shifted our focus toward providing human resources management solutions through outsourcing services. This allowed our clients to benefit from personnel recruitment and management services across various areas, including logistics, IT, sales, marketing, warehousing, administration, and accounting. Our client portfolio expanded to include sectors such as industry, services, sales, jewelry, engineering, and consulting.

Following the enactment of the current LOTTT legislation—which eliminated outsourcing—we realigned our service portfolio to focus on consulting in human resources management, accounting, administration, and auditing. We have thus evolved with the times while upholding our high quality standards and commitment to serving our clients.

Since 2011, our headquarters have been located in the modern Centro Seguros La Paz building in Boleita Sur, Caracas, Venezuela.
